Okay, my core dump is actually Bug #419590, which results from a syntax error.
>From the qemu console, the proper invocation is: pci_add auto storage file=image.img,if=virtio Note "auto" rather than 1 or 0. So with that, the command succeeds and doesn't crash the VM.
