Thank you for opening this bug and helping make Ubuntu better.

This is not a ' date'  errors, but a parameter error. The environment
variable TZ should be specified following the ' tz' database. For
example US PDT would be "Americas/Los_Angeles":

hggdh $ env TZ="Americas/Los_Angeles" date
Tue Sep 22 18:48:48 Americas 2009
hggdh $ date
Tue Sep 22 13:48:57 CDT 2009
hggdh $

the ' date'  command.

On a terminal, "info coreutils 'date invocation'" will give you the full
man pages for ' date'.
