I also have an HP Compaq 6715b with a Radeon X1200 RS690M integrated card, which suffers from the flickering issue with Jaunty out of the box.
Following the instructions here I've downloaded and installed https://launchpad.net/~tormodvolden/+archive/ppa/+files/xserver-xorg- video-radeon_6.12.99+git20090911.ac853ca0-0ubuntu0tormod_i386.deb. Unfortunately the file /usr/share/xserver-xorg/pci/radeon.ids appears to be missing from the package. When X starts it is unable to identify the card as a radeon and the fallback VESA driver fails on this machine too.
