I think we should avoid mouseover effects if at all possible, because they are distracting (and that other programs use them does not stop them from being distracting). There are dozens of possible ways we could make the departments more clickable without using mouseover effects. So one way you could help with this is to draw alternative mockups of the main screen that experiment with different visual styles.
