Still the case with update-manager 0.125.2 in karmic (u-m popping into foreground when it opens a new progress window which requires no user interaction whatsoever). This is *extremely* annoying as it interrupts the users work, especially because u-m normally opens in the middle of the screen where it is very likely to be in the way if it is not moved somewhere else beforehand.
