Thank you for taking the time to report this issue and help to improve
Ubuntu.

It appears this problem was caused by the debconf GNOME frontend and
perl being in an inconsistent state during the upgrade.  As libpam0g
correctly declares a dependency on debconf, this is a fault in the
debconf package for aborting in response to the missing module;
reassigning to that package.

Were you able to continue your upgrade after this failure occurred?
