This sounds like two bugs... not turning off bluetooth, and not being able to add devices. The add devices one may be this bug: https://bugs.launchpad.net/ubuntu/+source/gnome-bluetooth/+bug/423090 It was just fixed... but as comments at the bottom say, it's broken again (at least for me). Not sure about the not turning off... right now I don't even have that option anymore. May be some other problem.
