Oh, sure. But it doesn't make such a great publicity stunt. Anyway, downstream authors have all the freedom in the world to modify the package. Of course, open source licenses apply to source code, and it's silly to be manipulated by people who are unable to answer simple questions on the matter. They're more interested in moving the "overton window" and other tedious behavior we expect from politicians.
