This is more a wish to integrate squid 3.1 than a bug in 3.0. I think, a bug is a feature that's not correctly working. You want a new feature.
Nevertheless, I would appreciate squid3.1 in karmic - I'm already using squid3.1 (in a ipv6 environment) and its working fine...
