According to triage in https://bugs.kde.org/show_bug.cgi?id=201569 this bug is caused by KNotify trying to play the logout sound even though the sound system has been turned of for notifications. This causes the logout/shutdown/rebott procedure to hang.
Using the default settings or removing the logout sound in System Settings will work around the issue.
