BACKGROUND:
I have ubuntu 9.04 netbook remix installed on an Asus eee that is planned for 
use as a production server (small site, but important).

PROBLEM:
The problem is that I cannot connect to it (http/https/ssh) or even ping it 
("Destination Host Unreacheable") unless it pings or otherwise attempts to 
connect to the client first.

Once it connects to a client machine, that client can connect to it with no 
problem. When the problem is occuring, closing all connections to it for about 
an hour will require you to have the server ping the client again.
The problem is quite intermittent and times, and will persist for longer 
periods at other times.

HISTORY:
The problem was there since installation and I figured it was a firewall issue 
(which I was going to solve later). Later came and I discovered it was NOT a 
firewall issue (by emptying iptables). After spending a couple days on IRC with 
#ubuntu and #iptables, the iptables guys recommended that I try WICD instead of 
Network Manager. This solved my problem completely. Or so I thought... The 
problem has now returned (with WICD), but it is very intermittent.

Normally this would only be an inconvenience, but since this machine is
destined to be a production server for a research group, it is very
important that they be able to connec to it from anywheres at any time.
