I believe that the easiest way to enable testsuite would be to ship a dummy project in debian/ directory that will provide settings for runtests.py script. I'll send an email to debian maintainer and see if we can do it in Debian and not create local delta. Regardless of his answer I volunteer to work on that if that's fine with others.
