Oh wow, I think I was just able to reproduce the issue myself, when dragging a slide down in the slide list it seems to be fine, but when I tried dragging a slide to a higher position I got the really weird slowdown. I am running on 9.04 with intel driver gma4500 graphics (ThinkPad X200).
I'll try reverting to 3.0.1 to test and see how it goes.
