Ok, please take my word for it that it is an official Ubuntu policy. Well, Ubuntu specifications are not always discussed on mailing lists. But this one was implemented (e.g. https://lists.ubuntu.com/archives/dapper-changes/2006-May/011479.html) Anyway, instead of relying on recollection, the best plan is to search the mailing lists. There is quite a long and interesting discussion about it on sounder from 2006.
