This bug is about an other problem. libxxx-dev is the package that these programs need to BUILD. What you are talking about is what they need to WORK. As far as I understand it BOTH packages should depend on "libav* | libav*-unstripped" because these libraries are api/abi compatible, but just provide more ore less codecs (depending on what you are allowed/willing to install). So these programs will BOTH function with either of the packages, but depending on which one you have, they can use a limited set or all codecs available. Please file separate bugs for both packages requesting this (at least for OpenCV).
