Public bug reported:

this doesn't rise to the high level of a recommends, which basically
states that if package 'A' recommends 'B', every conceivable 'normal'
setup of 'A' will require 'B'.  there are many java runtimes to choose
from, most more 'normal' than gcj.  since recommends are now treated as
dependencies, this forces people to install a slew of packages most
people don't need or want.  frankly, this package doesn't even rise to
the level of a suggests, since libxerces2-java already depends on java-
runtime.
