I reported the bug upstream to Gnome. http://bugzilla.gnome.org/show_bug.cgi?id=364145
The bug was referred back to Ubuntu as the problem does not exist in default Gnome config, only in Ubuntu. I understand from the Gnome developer, the keyboard shortcut applet in Gnome has the option to assign a keyboard shortcut to sleep event.
