This bug was fixed in ubuntu-docs 9.10.3 - please upgrade to that
version and reopen the bug if you still experience the issue.
I don't have a view about Chris' idea about shipping the desktop file in
the ubuntu-docs package, probably the gnome-panel maintainer is better
placed to comment on that. I haven't seen any problems caused by the
current method (this bug would have been present in any event,
regardless of which package shipped the desktop file) so I would tend to
leave things as they are.
