It seems like something like the extra package you suggest would be a great idea. Right now, it's very confusing to the end-user not to be able to view particular formats in okular when people on other distros can do so.
Also, at least for this particular format, it's hard to believe that more and more people won't be affected by the inability to view it in okular.
