Thank you for checking up on this bug report. I've discovered (after taking drastic steps such as deleting my user account, to no avail) that the symptoms disappear after disconnecting and reconnecting my USB mouse. I have a Logitech wireless USB mouse. Perhaps the symptoms described above have something to do with a bug in the way the system handles erroneous mouse input.
Still, I think the symptoms I described above are a little bizarre given my found hack solution.
