Hello!  I am having the same problem and have the exact same hardware as
the original poster.  This computer has two fans:  1 directly under the
CPU, and another one in the rear which is more powerful and draws from a
large copper heat sink, which I assume conducts heat from other
hotspots.

The CPU fan will run fine and throttles correctly with temperature
fluctuation.  However, it seems as if the rear fan is not being
recognized AT ALL.  This is a very crippling problem, as anything that
uses more than minimal processor power over an extended period will
overheat the CPU and force shutdown.
