Not necessarily. It is just just another condition that should be checked before the options are converted. The current script converts to UUIDs unconditionally afaict.
So far there are - duplicate UUIDs - kernels without initrd The script should also warn when there is UUID already and one of the conditions occurs. It could also create something like /boot/grub/menu.lst.converted, and not attempt the conversion again once this file is present.
