In the file /etc/init/rc-sysinit.conf, if /etc/inittab exists, but for some 
reason, e.g. it's an empty file, the current assumption in rc-sysinit.conf will 
break init. i.e. DEFAULT_RUNLEVEL should not be assigned if nothing found from 
/etc/inittab. A patch file was attached.
