Thanks for the extra detective work. This is a duplicate of: https://bugs.launchpad.net/ubuntu/+source/gnome-power-manager/+bug/35223 and http://bugzilla.gnome.org/show_bug.cgi?id=335673 since you would ideally like the startup brightness to remember the last brightness you entered. However, GNOME does not remember brightness and will always startup to the brightness saved in the gnome-power-manager preferences windows. I'll mark this as a duplicate of bug #35223 so you can follow work on it.
