I think I have managed to make the certificate known to curl following
the instructions here: https://help.ubuntu.com/community/OpenSSL

copying it to /usr/share/ca-certificates/
adding it to /etc/ca-certificates.conf
running sudo update-ca-certificates

However I still think the error output of curl or it's documentation
needs updating (certainly the reference to curl-ca-certificates.crt is
misleading). I was already ready to give up and only found this solution
by chance.
