I created a new user account with "Desktop User" privs. Switched user accounts to the new user account. Started GNS3. The toolbar was working/displaying correctly on startup but the menubar was still missing until the mouseover. I checked the "Desktop effects" setting and it was "Normal". I changed the "Desktop effects" setting to "None" and GNS3 menubar appeared correctly on startup. Changed the desktop effects back to "Normal" for this new test account and the menubar was still appearing correctly. Switched back to my normal account (with custom desktop effects) and did the same thing, setting desktop effects to "None" and then changing back to "Custom". Doing this appears to have fixed the problem, but I still have no idea what caused the problem in the first place.
