I watched what happens as the battery runs down on my ThinkPad X61.
Gnome-power-manager seems to accurately measure the remaining charge
until it reaches about 5 percent.  After that, it doesn't significantly
change.  Maybe whatever gpm relies on for its information isn't
reporting well…?

If I set the threshold in gconf to 6 percent, hibernation occurs as
advertised.

Once again, this is on Ubuntu 9.04 with gpm version 2.24.2-2ubuntu8 and
the 2.6.28-13-generic kernel.
