No shutdown sound should be played at all Roman (or, rather, the sound themes shouldn't ship one). The reason is that they add no usability benefit (since the system is already indicating to you that you're shutting down) and that, more importantly, there's potential for serious annoyance (such as when shutting down in a lecture hall or late at night). Imagine if your mobile phone turned on its speaker phone and said "I'M TURNING OFF NOW!" whenever you turned it off at the movies.
