There is no evidence attached to the bug report that says anything has been done to fix this problem. The problem is still there in fully up-to-date Xubuntu 9.04 (kernel 2.6.28-13-generic) - the workaround is to add "snd-sb16" to /etc/modules and the user must also be added to the "audio" group.
