@Tim McNamara: The main factor we need to consider is, the average user doesnt really care which way the action is done, as long as it does what they want... For this instance , when they want to Save the file in PDF format, labeling this option appropriately, so that it conveys an understandable meaning for the user to choose this menu item quickly is better. We dont need to bother them with the intricacies!
