Alex, I did check that. Permissions were 0600, owned by root.
When I first read it, the bug's summary/title indicated it related more to NM Applet triggering system connections, such that they weren't available pre-login. That would be the aspect I'm most interested in. If this bug is more specifically focused on the permissions, I'll find (or file) another one.
