I have the same problem in 9.04. You can't enter a blank password, because the settings editor will not replace an existing password with a blank password.
You used to be able to fix this be deleting and recreating the entire account and being careful not to edit the password. Now though (recent updates) it seems to stick 'guest' in as the default username and password if you don't set them. So no I am screwed, I can't use NM to connect to 3G connections any more, simply because I can't set a blank password!
