I can confirm that under 3.0, the behaviour you wanted (opening under EoG) is in fact what happens, so if someone can confirm that 3.1 does not behave this way, this is a legitimate regression. I'm not sure what the procedure is for bugs that aren't in Ubuntu-provided packages, but Karmic appears to include OO.org 3.1, so we should be able to get a repro from there.
