To further clarify my last post, I should summarize.

I appraise this bug as "Poorly designed intended behavior".   It's not
really a bug by some people's standards, just a non-user-friendly quirk
in the behavior of the scripts.

I might even go so far as to say the behavior of having a package be
stuck half installed and not uninstallable if you don't agree to it's
license agreement is highly undesirable and could be considered against
the Ubuntu standard policies regarding how proprietary content packages
should work.

In short this package obviously lacks the user-friendly nature of the
other Sun-Java package to the point that it could be considered a "bug".
