I understand your frustration. I've already talked with the Xfce developers about this and they have no intent in changing this.
As I proposed you can always remove the shortcut to the screenshooter and add a different one. With some scripting experience, you will also be able to write a script that checks if there already is a xfce4-screenshooter process running and then not run it. Thanks anyway for reporting the bug.
