Public bug reported:

In case of system problems, when /usr is not accessible, the sudo
command is not available and user is locked-out and can't fix it this
way.

The solution is to simply move sudo to /bin (and link to it from
/usr/bin/sudo)

** Affects: sudo (Ubuntu)
     Importance: Undecided
         Status: New

--
sudo should be in /bin so that it is accessible when /usr is not mounted
(repairs, etc)
