Public bug reported:

Occasionally when I boot up my computer, my keyboard and mouse do not
work. When this happens, the keyboard will work in lilo, allowing me to
select kernels and edit the boot line. But once the kernel is booted,
the keyboard and mouse no longer work (I have tried booting into X and
also booting into single-user mode, with the same results). This is on a
Dell Vostro 1320 laptop. I do not have an external USB keyboard, so I
can't say whether this affects all keyboards or just the built-in one.

After searching around online, I found some suggestions that this
happens only while the computer is on battery power. Anecdotally, my
experience mirrors that: I have only seen this problem when on batter
power, and if I am experiencing the problem, plugging the computer into
AC and rebooting makes the problem go away.

I also found a suggestion online to add i8042.reset to my kernel
parameters. I did this a couple weeks ago, and have not had this problem
recur since then. So my suggestion would be for the kernel to enable
this flag automatically for Dell Vostro 1320 laptops.

I just installed Ubuntu on this laptop recently, so I can't say whether
this is a regression from a previous kernel or not.
