Sorry, but I'm not sure this is fixed. If you look at the build from
2009-06-08, no -dev package was produced:
https://launchpad.net/ubuntu/karmic/+source/kdebase/4:4.2.90-0ubuntu1

I still get this:
#sudo apt-get install kdebase-dev
Reading package lists... Done
Building dependency tree       
Reading state information... Done
Package kdebase-dev is not available, but is referred to by another package.
This may mean that the package is missing, has been obsoleted, or
is only available from another source
However the following packages replace it:
  libkonqsidebarplugin4-dev kdelibs4-dev
E: Package kdebase-dev has no installation candidate
