This is not an upstream bug. Just an Ubuntu bug. If you compile gst-
plugins-good0.10 without libsoup-gnome2.4 support, it works but without
gnome system proxy support. Gstreamer plugins are not gnome specific and
this can be smart in some situations (like compiling for MacOSX or
Windows...).

If you compile with  libsoup-gnome2.4 support, then it takes it and you
have the gnome proxy support.

Finally, its a choice but I find that Ubuntu should compile with
libsoup-gnome2.4 (only by adding it to the Build-Depends property), then
the resulting gst-plugins-good0.10 will have gnome (GConf infact) proxy
setup and user that can have Internet access only with an HTTP proxy
will have a better support with program using gstreamer.

I tested this only on the Ubuntu Jaunty but this certainly still present
in the Karmic.
