I agree with the hard link idea. Correct behaviour and faster than a copy. $HOME/.config/current-background is fine (I wouldn't name it .jpg - suppose I use a PNG or TIFF for my wallpaper? It doesn't matter whether or not it has an extension anyway, Nautilus or xloadimage can tell what it is.)
