I just tried a fresh install in VMWare. After clicking help in gnome-screenshot, it takes 4 seconds for the help window to appear and then 8 seconds more for the content to appear.
It is a fresh install with defult settings. This happened on a fresh boot, right after login. No other programs started. I looked with "ps auxw | grep yelp" and it did not find any at any time. For the gnome-screenshot it always loads the help about 10 seconds. For gcalctool it loads instantly.
