I agree this is wrong. ant should not depend on a JDK since it can be used for much more than compilation. Packages that just build-depend on ant (and expect to get a JDK) should be fixed.
I would even go further. Some software (including Eucalyptus) use ant at runtime, but not for compilation. Recommending default-jdk for ant makes Eucalyptus install a JDK (and pulls the JDK on the CD).
