I am using a new(er) Macbook Core Duo at 2.0Ghz. I have the same issue. I am running Edgy Eft and the frequency scaling does not appear to be working. When idle, the unit runs noticably hotter than OS X and the battery life is about half of what it is when running OS X 10.4.8.
