Totem could explain why it has disabled the volume control and suggest where a user might look to resolve the issue. Whether that is a bug depends on the project manager and the policies for pre-installed system components. Given that the current state of the Linux audio system is "a turd pile in a cesspool on a cruftberg" it couldn't hurt to be ready for anything.
