OK, I can confirm that the "non responsiveness" is limited only to the touchpad (on my computer anyway). If I plug in a USB mouse and switch users I can move the mouse cursor with the USB mouse, but not the touchpad.
Which then led me to Bug #60544: [edgy]synaptics touchpad stop work in new session user.
