It does seem Toby has the exact same problem I am having.
The only solution I found really worked for me was to revert to an older 
version of Ubuntu that uses the 9.28-9 kernel (Ubuntu 9.04 Alpha 6) instead of 
the 9.28-11 kernel. The off/on trick or adding a USB flash drive is not really 
a solution. This problem exists under both 32 and 64 bit versions and different 
desktops, so I suspect it is an USB related  kernel bug Not local to Ubuntu or 
Kubuntu. Before kernel 9.28-11 there was no problem. It all started for me with 
the kernel update to 9.28-11.
