I have just installed Ubuntu 9.10, Karmic Koala, on my Acer Aspire 5315. My 
dial-up modem is a Zoom usb modem
model 3095, series 1063. used apt-get install gnome-ppp to add the dialer to my 
"applications" menu.
A modem driver, dgc 1.10, available from Linuxant, in source code, was 
installed next. At my user level,
the dialer attempted connection but always failed the "handshake."  However, by 
opening a terminal window,
and entering the command 

sudo gnome-ppp  I could produce a window for the gnome ppp dialer that
required an ISP phone number, id/password pair, and a "connect" button
which works first time every time.

This was true of Ubuntu 9.04 and 8.10, as well.
