Again - This is NOT a "cpu scaling" problem. Unless you are OVER
clocking your cpu, you are running it at the speed it was DESIGNED to
operate at.

The issue is cooling.

The FAN is not running fast enough, or often enough, or at the right
time, to sufficiently cool the processor.

This is NOT a CPU "scaling" issue.

It is a heat issue caused by the fan control (ACPI).
