No that doesn't reproduce it. I have also tried apt-get remove kile ,apt-get install kile, but that also didn't reproduce the bug. I have seen this on two different installs of Ubuntu 9.04 on separate machines. I will install another virtual machine running Ubuntu 9.04 tmrw and will report.
