I want to add this detail. The File lenght on the Target Share was not an issue. There were files in the same folder with longer filenames. But some Filenames were truncated to 17 chars. Other Filenames survived with 'special' characters in the name. The bug must be in the deep logic and may not be about filenames or whatever. Just to *not lead you onto the wrong track.
